~no kami vs. ~no suke

I'm examining titles right now, and I've noticed that although almost
all of the province names that show up as titles are followed by "~no
kami", Kazusa and Kozuke all seem to be followed by "~no Suke". Is
there some reason why these two provinces are 'special' (different)?
