Japanese history book source

Hello,
As you know there is a "United States library of congress" where any
book can be found that was printed in the US.
Is there an equivilent Library in Japan where hard to find Japanese
history books can be found for doing research?
I am looking for a copy of the Kyoho MeibutsuCho.

There is a National Diet Library. They just opened a branch in Nara and I'm
planning to go soon. I'm not sure where or how you can contact them. But if
you do a search for 'National Diet Library Japan' you are sure to get some
hits. Whether you can get material from them is another matter. I did an
interlibrary search for a book at my branch library and they found it at the
National Diet Library. They sent it to my branch but I couldn't take it out
or make copies. So I spent a whole afternoon reading with screaming kids
running around.

Eleven years ago, I wrote to the National Diet Library and purchased
photocopies of the Japan Weekly. It was a weekly English-language newspaper
published in Japan. I purchased the issues that mentioned the Satsuma
Rebellion.

Here is the address I have for the National Diet Library:
