Law Enforcement

Having read the Laura Jo Rowland novels, covering policing activity
in Edo Period, I would like to research the topic of policing or law
enforcement {crime & punishment} through the Tokugawa Shogunate. Is
anyone in a position to provide me with info on a good source to get
me started??

I know that the Shin-Sen-Gumi were special police in the Kyoto area
during late Edo to Meiji era. If you search around you can find some
pretty detailed information. Good luck!

You might try the above link. I just took an intersession class with this professor. The class was the history of japan from the samurai point of view. He seems to have extensive knowledge on the Tokugawa era. Hope this helps.

You could try the journal _The East_, Volume 5, # 1, 1969, which
ran an article entitled "Crime and Punishment in Japan"; likewise
Volume 10, #7, 1974, which ran an article entitled "Pre-Modern
Law and Tokugawa Political Structure" (translated by A. Mitchell,
from _Nihon Kindai Ho^shi Ko^gi_ [Lectures on Modern Japanese
Legal History], published by Seirin Shoin Shinsha. There were
another two articles published in the late 1970s (no date, I'm sorry,
check _The East_ Index, and unfortunately I only have a photocopy
of part 1) entitled "Criminal Trials in Edo" which outlines precedent
and procedure for criminal trials from the Kan'ei era (1624-43)
onwards.

Sorry to have lagged in a response to this, but I can offer two sources:

1. "Japanese Police State: the Tokko in interwar Japan"
Elise Tipton (Allen & Unwin Australia P/L, 1990)
ISBN 0 04 442258 X
ISBN 0 04 442297 0 (pbk)

Chapter 3 "Rule by Law" has the following topics:
- The Tokugawa legacy
- The Meiji legacy
- The Peace Preservation law
- Rule by Law during the 1930s

2. "Yakuza"
Alec Dubro and David E. Kaplan (Futura, 1986)
ISBN 0 7088 3573 2

As this is mostly about the modern Yakuza there isn't much about Tokugawa
Japan. However, "Part I: Early History" has about 45 pages on "The
Honorable Outlaws".
