Well, the second of those, Shinsengumi Keppuroku, I've at least heard about a lot, and it's available from CDJapan.
( http://www.cdjapan.co.jp/search.html?type=GC&word=Shinsengumi+Keppuroku ). Up until last year's Taiga drama came out, it seemed to be considered the "must see" TV show for Shinsengumi fans. (I've never seen it myself, but it's pretty high up on my list of stuff I plan to get one of these days.)

The anime comedy, "Shougeki Shinsengumi", I've never heard of, but I think I'd like to. It looks fun.
