In the Kinokuniya bookstore in New York, in the Sanseido bookstore in
Edgewater, New Jersey, and in the BookOff store in New York. And also in
more locations on the West Coast.

Try sasugabooks.com they are based in the USA. But if you want
something that is entirely english and Shinsengumi... I think you
have to wait a month or two (or you can pre-order) Romulus
Hillsborough's Shinsengumi.
