"OOC" usually stands for "Out of Character". In a story, or a
picture, it is when the characters are depicted doing something which
they would not normally do, or behaving in some manner which is
contrary to their given nature.

In this instance, it would be like Hijikata bursting into tears over
spilled tea. Not very likely.

I hope that helps some. Please let me know if you need further
examples.

OOC is something usually seen in RPGs (Role Playing Games) and stands
for "Out of Character". It's for comments that are from the player
and not the character being played. Does that help?

Usually, it stands for Out Of Character in fanfiction, i.e., when a
character is written in a way that the only things in common between him/
her as originally created by the mangaka and the character represented in
the fanfic are the physical looks and the names. An OOC character can retain
none of the original traits given by the author of the series, of just a few
but the main point is that he/she is not recognocible as the original
character.

An example of writing RK Saitou OOC would be making him to accept bribes, or
perform corrupt deeds, or overlook corruption from officials. Or making
Aoshi a guy prone to emotional demonstrations, or extravagance. Or PMK
Hijikata mellow or oblivious of duty and/or discipline.

That would be "Out of Character" when you have a character behaving in
ways that they "probably wouldn't"

I say "probably" because a writer can make a character behave almost any
way they need them to as long as they give them the proper motivation
for the behavior.
